It sits astride on major sea lanes of communications (SLOCs). However, the crucial geo-strategic location of the Maldives has also caused problems for the country as it has aroused interests of major world powers. They have tried to meddle into the domestic politics of the Maldives so that a favourable dispensation can come to power, which in turn would promote their interests in the Maldives and in the Indian Ocean region (IOR). Maldives became a multi-party democracy in October 2008 when a new constitution was implemented. This was a positive development in a hundred percent Sunni Muslim country, as a number of other Muslim countries were moving on the path of extremism. Ironically, the multiparty democracy also allowed rise in extremism as radicals used the available democratic space to their advantage. Unfortunately, the first democratic government in the Maldives could not complete its term and the ensuing political instability in the Maldives led to greater meddling by external powers in its domestic politics. This book is an attempt to understand the fledgling multiparty democracy in the Maldives, its foreign policy and the evolving security scenario in the Indian Ocean region. About the AuthorDr. Anand Kumar is an Associate Fellow at the Institute for Defence Studies and Analyses (IDSA), New Delhi. After completing his PhD from School of International Studies, Jawaharlal Nehru Univesity (JNU), he joined the IDSA in 2007. His area of specialization is Maldives, Bangladesh, South Asian politics, Counter-terrorism, Proliferation of Small Arms and Low intensity conflicts. Before joining IDSA he worked at South Asia Analysis Group on similar themes. He has also been with the Institute for Conflict Management which specializes on Counter-terrorism. His first book Return from the Precipice: Bangladesh’s Fight Against Terrorism was published in year 2012. His edited volume The Terror Challenge in South Asia and Prospect of Regional Cooperation was published in 2011. He has published around 20 articles in reputed journals, contributed around 10 chapters in edited books and delivered lectures on security issues both in India and abroad. This is followed by analysing the international practices that have been adopted by the defence industry of two leading military nations i.e. the US and China. Such an analysis further brings out valuable defence industry experiences and vital lessons for the defence planners. About the AuthorBrig Ranjit Ghosh is a Senior Fellow at the Defence Economics and Industry Centre of IDSA. He has had varied operational and staff experience of 32 years in the Indian Army. As Commandant and Managing Director of an Army Base Workshop he was responsible for planning and executing the re-capitalisation programme of Infantry Combat Vehicles (ICV) and Armoured Recovery Vehicles (ARVs) of the Indian Army. As Deputy Director General at the Integrated Headquarters of MOD (Army), he was associated with the ongoing defence procurements and handled the Ordnance Factories (OFs), Defence Public Sector Undertakings (DPSU’s), Defence Research and Development Organisation (DRDO) and the Private Sector, on issues relating to the induction and sustenance engineering activities of military equipment and weapon systems. He is an alumni of the prestigious Indian Institute of Technology (IIT) Madras, the College of Defence Management (CDM), Secunderabad and the National Defence Academy (NDA), Khadakwasla. During his M Tech programme he stood first in the order of merit while specialising in Maintenance Engineering and Management from IIT Madras. About the AuthorProfessor Amitav Mallik has been a research scientist in the Ministry of Defence since 1966 and he was among the first in India to develop indigenous gas lasers. After ten years of teaching at DIAT, Pune, as Professor of Electronics, he continued his work on high power lasers and founded the laser laboratory – Laser Science & Technology Centre (LASTEC) in Delhi. As Director, LASTEC his pioneering work in high power lasers put India on the world map of directed energy weapons capability for satellite defence applications. He was awarded the Padmashri in 2002 for his outstanding contribution to defence research and development. He served as the first Adviser, Defence Technology at the Indian Embassy in Washington D.C., during 1988-1994 where he laid the foundation for Indo-US cooperation in critical defence technologies. This led to opening-up of the high-tech US-India cooperation of today. He served as Adviser on the National Security Advisory Board (NSAB) for three successive year from 2003, contributing to strategic security planning and also bringing a new focus on energy and environment security at the NSC. He has authored 5 books, starting with the firs on Technology and Security in 21st Century: A Demand Side Perspective for SIPRI, Sweden. He continues to write and speak on national security, strategic technologies and energy and environment issues to help spread public awareness on these subjects. Contents

At Jawaharlal Nehru University he held the prestigious Appadorai Chair of International Politics and Area Studies. Prof. Muni also served as India's Special Envoy on UNSC Reforms (2005) and Ambassador in Lao People's Democratic Republic (1997-99). In 2005 he was bestowed with 'Sri Lanka Ratna', Sri Lanka's highest national honor for a foreign national. He was invited to address the UN Special Committee on Indian Ocean as a Zone of Peace in 1985. Author and editor of twenty five books and monographs and more than 150 research papers, Prof. Muni has travelled extensively. He has been sitting on the selection committees for vice-chancellors and faculty members for different Indian universities. Presently he is based at the Institute for Defence Studies & Analyses as Distinguished Fellow. Colonel Vivek Chadha (Retd) served in the army for over 22 years before joining IDSA in 2011, as a Research Fellow, His areas of research include defence studies, counter insurgency and terrorism finance. His published books include, Lifeblood of Terrorism: Countering Terrorism Finance, Low Intensity conflicts in India: An Analysis and Indo-US Relations: Divergence to Convergence.
