    In recent years, transfer of defence technology to India, as an alternate route to indigenous development, has been frequently brought up with widely varying views from the Indian defence technology fraternity. Some lament its failure to help India achieve self-reliance, while others suggest it can enable India to leapfrog ahead.     About the Author

    Kevin A Desouza is a serving Colonel of the Indian Army. An electronics engineer, specialised in radar technology, he has over 20 years of experience in the engineering support of almost all military weapons and equipment. While heading maintainability advisory groups, he worked closely with the defence industry and has acquired insights into manufacturing and design issues. This book is the culmination of his research fellowship at the Institute for Defence Studies and Analyses, New Delhi

    About the Author

    Vivek Chadha: Colonel Vivek Chadha (Retd), is a Research Fellow at the Institute for Defence Studies and Analyses (IDSA). After serving in the army for 22 years, where he gained experience with both the physical conduct and doctrinal evolution of counter terrorism, he joined IDSA in 2011. His publications include, Even if Ain’t Broke Yet, Do Fix It: Enhancing Effectiveness Through Military Change (2016); Lifeblood of Terrorism: Countering Terrorism Finance (2014); Low Intensity Conflicts in India: An Analysis (2005); Indo-US Relations: From Divergence to Convergence (2008); Company Commander in Low Intensity Conflicts (1997). He co-edited the Asian Strategic Review for four years and is on the editorial board of the Journal of Defence Studies. The author runs a YouTube channel on defence and security issues called Indian Defence and Security.

The book navigates the conceptual challenges encountered during normal building efforts to counter terrorism, identifies ideologies and drivers fuelling this transnational resurgence of extremist violence, examines how technology is changing the nature of conflict and dives deep into the growing spectre of terrorism from South West Asia, to the extended outposts in South Asia and South East Asia. Most importantly, it debates the absence of effective counter-narratives to counter terrorism and offers ideas to build upon a reservoir of best practices by countries in the region.

    About the Editor

    Shruti Pandalai is an Associate Fellow at IDSA, primarily working on India's strategic thought and practice. Great power politics, neighbourhood relations, developments in military affairs and new emerging threats to national security are her areas of research interest. She also specialises on the issue of strategic communication in defence and diplomacy. She has been part of task force projects with the National Security council secretariat, ministry of external affairs and home affairs and frequently presents her research at conferences in international think tanks and military institutions. She has published widely in academic journals and the media and is currently focusing her research on the dynamics of the Sino-Indian relationship. Shruti was honoured with the IDSA President's Award for excellence in research in 2015. She is part of many global emerging leaders’ fora including "The Asian Forum of Global Governance, The Munich Young Leaders Programme and is also a 2017 Raisina Fellow. Previously, Shruti was a broadcast journalist, a News Anchor and Senior Correspondent with a leading national English news network specialising in international affairs. She is an alumna of St Xavier's College Calcutta, The Asian College of Journalism, Chennai, and The Centre for International Studies and Diplomacy, SOAS, University of London.

    This book explores what military strategy is and how it is interconnected with policy on one hand and military operations on the other. In the process, it traces the transformation of the notion of strategy from its original military moorings to a more policy-oriented and-influenced conception and elaborates upon a tripartite framework of policy, strategy and doctrine to think about, understand, and analyse the use of force. The book explores the politics of India-Pakistan conflict in order to root the study of Indian military strategy in the political sphere. It discusses three main issues that have ensured the persistence of conflict: incompatible national identities, Pakistan's congenital quest for parity with and compulsion to challenge India, and irreconcilable positions on the Kashmir issue. The book argues that India has invariably pursued limited political aims that did not threaten Pakistan's survival or form of government or regime in power albeit containing a counter offensive elements. It states that India employed the strategy of exhaustion during the Indian Army's campaigns in the 1947-48 conflict and 1965 war, which made way to strategy of annihilation during the 1971 war (East Pakistan), but after Pakistan's acquisition of nuclear weapons capability the strategy is back to exhaustion. The book highlights the importance of designing an overall military strategy for waging limited war and pursuing carefully calibrated political and military objectives by creatively combining the individual doctrines of the three services by establishing a Chief of Defence Staff system.

    About The Book

    This book examines whether India is successfully integrating and adapting to the global strategic management system. It offers essential insights into the evolution of export controls for goods, which may have implications for the development of Weapons of Mass Destruction – an aspect that is especially relevant given India’s robust biotechnological, chemical and nuclear industrial base. In security studies, the phrase “strategic trade management” is now slowly replacing the phrase “export control”. However, for the policymaking community, export control remains popular, at least for the sake of reference.

    The book also describes the mechanisms India is adopting in this regard. It demonstrates the shift in the Indian approach to strategic trade management, from an outspoken critic to a supporter. Politically, the country was initially skeptical of the idea of export controls because it was a target of such systems. The book also explains the tools, forces and incentives that moved India to adapt its policy on export controls or strategic trade management.

    About The Author

    Rajiv Nayan is a Senior Research Associate at the Institute for Defence Studies and Analyses, New Delhi, India. He has been working with the Institute since 1993, where he specializes in international relations, security issues, especially the politics of nuclear disarmament, export control, non-proliferation, and arms control. Rajiv was a Visiting Research Fellow at Japan Institute of International Affairs, Tokyo, where he published his monograph, ‘Non-Proliferation Issues in South Asia’. He was also Senior Researcher at Peace Research Institute, Oslo, a Senior Visiting Research Fellow at King’s College London, and a Visiting Fulbright Scholar at the Center on International Cooperation, New York University. He holds a PhD and a Master of Philosophy in Disarmament Studies and a Master of Arts in International Relations from Jawaharlal Nehru University, New Delhi. In his doctoral dissertation, he studied implications of the missile technology control regime for Indian security and economy.

    Nayan is an Indian partner of Fissile Materials Working Group (FMWG) which is a Washington-based group of Non-Governmental Organisations active on nuclear security. He is a member of expert-level committees of organizations such as the Ministry of Defence and the Indian Council of Social Sciences Research. He is on the Advisory Council of Delhi School of Transnational Affairs, University of Delhi. He is a member of Governing Council/Society of the Maulana Abul Kalam Azad Institute of Asian Studies. Additionally, Nayan was a Member, Regional Network of Strategic Studies Centers Weapons of Mass Destruction/Border Security Working Group, a member of the governing council of the International Export Controls Association, hosted by University of Georgia in Washington, DC, and a member of the Export Controls Experts Group and Multilateral Security Governance in Northeast Asia/North Pacific of the Council for Security Cooperation in Asia Pacific (CSCAP).

    About the Author

    Dr Ajey Lele is a Senior Fellow at the Institute for Defence Studies and Analyses (IDSA), New Delhi, where he also heads the institute’s Centre on Strategic Technologies. He began his professional career as an Indian Air Force Officer and took early retirement (retiring as a Group Captain) to pursue his academic interests. He holds a Master’s in Physics, as well as a Master’s and MPhil in Defence and Strategic Studies, and completed his doctorate at the School of International Studies, Jawaharlal Nehru University (JNU), New Delhi. Dr Lele has contributed articles to various national and international journals, websites and newspapers. His book publications include Strategic Technologies for the Military (Sage), Asian Space Race: Rhetoric or Reality? (Springer), and Mission Mars: India’s Quest for the Red Planet (Springer).
