    About the Author

    Dr. Ajey Lele is Senior Fellow at the Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA), New Delhi, India. He started this professional career with the Indian Air Force (IAF), but left the IAF to peruse his academic interests. He holds the rank of Group Captain. He has obtained Masters in Physics and his Ph.D. is in International Relations. His specific areas of research include issues related to weapons of mass destruction (WMD), space security and strategic technologies. His important book publications include Strategic Technologies for the Military, Asian Space Race: Rhetoric or Reality (Springer, 2013) and Disruptive Technologies for the Militaries and Security (Springer, 2019).

    This book attempts to provide a comprehensive understanding of the circumstances which have shaped India’s approach towards its international borders and the framework it has developed to better manage its borders. The book argues that persistence of various cross-border threats and challenges and an absence of robust intra-regional trade among its neighbouring countries forced India to employ a security-centric and unilateral approach to border management with emphasis on hardening the borders to cross-border trade and travel and keeping the border areas underdeveloped to act as a buffer against external conventional threats. However, as India’s economy grew and the country gained more confidence and resources, India started perceiving the borders as bridges rather than barriers. Consequently, greater emphasis was being laid on development of border areas and restoring severed lines of communication with its neighbours through increased investments in building transportation networks both within the border as well as beyond.     About The Author

    DR. Pushpita Das is Research Fellow and Coordinator of the Internal Security Centre at the Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA), New Delhi. Her areas of research include border security and management, coastal security, drug trafficking, migration, and India’s Northeast. At MP-IDSA she has been studying India’s approach towards the management of its international borders. She has been co-opted as an expert by the National Security Council Secretariat (NSCS) as well as the Ministry of Home Affairs (MHA) on projects on Coastal Security. Dr. Das has written extensively on her areas of research including: monographs titled Illegal Migration from Bangladesh: Deportation, Fences, Work Permit (2016) and Coastal Security: the Indian Approach (2013); and a number of articles and commentaries in journals and books. Dr. Pushpita Das holds a Doctorate from the Jawaharlal Nehru University.

    About the Author

    Dr. Ashok K. Behuria is Senior Fellow and Coordinator of the South Asia Centre at MP-IDSA. He holds a PhD in International Relations from the Jawaharlal Nehru University, New Delhi, India. He joined MP-IDSA in 2003 and prior to that he was Assistant Director at the International Centre for Peace Studies, New Delhi.

    Dr. Behuria has also been Editor of International Studies, the prestigious research journal from Jawaharlal Nehru University and is on the Editorial Boards of Journal of Peace Studies and Strategic Analysis, the flagship journal of MP-IDSA. He has taught at University of Delhi and Jamia Millia Islamia, New Delhi. He is a close observer of developments in the South Asian neighbourhood and was conferred the prestigious K. Subrahmanyam Award for excellence in strategic studies for his work on Pakistan in 2009.     About the Author

    Colonel Vivek Chadha (Retd), is a Research Fellow at the Manohar Parrikar Institute for Defence Studies and Analyses. He served in the Indian Army for 22 years prior to joining MP-IDSA in 2011. His areas of research include defence reforms and military change. He has also written extensively on counter terrorism and countering the financing of terrorism.

    About the Author

    Dr. Anand Kumar is an Associate Fellow at the Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA), New Delhi. He joined the Institute in 2007 after completing his PhD from the School of International Studies, Jawaharlal Nehru University (JNU). His area of specialisation is Bangladesh, Maldives, South Asian politics and Counter-terrorism. Before joining MP-IDSA he worked at the South Asia Analysis Group on similar themes and with the Institute for Conflict Management which specialises on Counter-terrorism. Over the years, Dr. Kumar has worked on strategic issues gaining reputation as a leading security expert.

    Dr. Kumar was a visiting professor and chair (Indian Ocean Studies) in the University of Dar-Es-Salaam (UDSM) from November 2017 to November 2019. He worked in the department of political science and public administration. In UDSM he taught Counterterrorism, regional integration, peacemaking and conflict resolution. He also closely followed issues related to African politics, economics and security.

    Dr. Kumar has authored two books and has an edited volume. His first book Return from the Precipice: Bangladesh’s Fight Against Terrorism was published in 2012. His second book Multi-party Democracy in the Maldives and the Emerging Security Environment in the Indian Ocean Region was published in 2016. He has published over 30 research papers in reputed journals and edited books. He has delivered lectures on security issues both in
    India and abroad. He has participated and presented papers in national and international conferences.

    About the Editors

    Gaurav Misra is serving Indian Army officer. He was a Research Fellow with the East Asia Centre at Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA), New Delhi. He holds an M.Sc degree in Defence and Strategic Studies from Madras University, Chennai and an M.Phil degree in Defence and Strategic Studies from Punjab Universit, Chandigarh. His research interests are China and Pakistan strategic affairs.

    About the Author

    Md. Muddassir Quamar is currently associated with the Manohar Parrikar Institute for Defense Studies and Analyses, New Delhi, India. He has focused his research on the social dynamics in Saudi Arabia within the context of the tensions emerging out of two seemingly non-harmonious trends – Islamization and modernization. He has published several research articles and book chapters on the subject. In addition, he has written extensively on India's evolving relations with the Persian Gulf and Middle Eastern countries. Dr. Quamar was a Visiting Fellow at the King Faisal Center for Research and Islamic Studies, Riyadh in 2014–15.

    About the Author

    UTTAM KUMAR SINHA is one of India's leading commentators on transboundary water issues. After a brief stint in the print media and a doctoral degree from Jawaharlal Nehru University, he joined the Institute for Defence Studies and Analyses in 2001 (now renamed as Manohar Parrikar-IDSA) where he heads the non-traditional security centre and is the managing editor of Strategic Analysis, the institute's flagship journal, published by Routledge.

    He is a recipient of many fellowships, including senior fellow at the Nehru Memorial Museum and Library (2018-20); an academic visitor at the Harvard Kennedy School (2015); Chevening 'Gurukul' scholar at the London School of Economics and Political Science (2008); and a visiting fellow at the Peace Research Institute Oslo (2006).

    His noted works include Riverine Neighbourhood: Hydro-Politics in South Asia (2016) and Climate Change Narrative: Reading the Arctic (2014).
