South Asia is one of the main areas of research focus at IDSA. The region has been going through a period of turmoil over the last few years. Definitive steps have been taken in the recent past towards the establishment of democratic governments in the region. Given the importance of developments in the region for Indian security, experts at IDSA keenly watch and analyse unfolding developments in each South Asian country.
Two projects that are currently under progress are ‘Developments in Pakistan’ and ‘Pakistan Occupied Kashmir’. In addition, individual scholars are engaged in researching various security related aspects pertaining to South Asian countries. The Centre has established bilateral institutional relations with leading think tanks in the region and proposes to undertake joint studies.

The ascendancy of Jamaat Islami to power in a country that was born on the basis of secularism indicates the changing political dynamics in Bangladesh. Its syncretic tradition rooted in its language and culture limited Jamaat's success. Nevertheless, given the role the party played during the liberation war, its political ascendancy speaks of the changing political landscape. This article argues that though the party has exhibited some political success, it faces challenges from the secularists in the socio-cultural sphere, thereby limiting its growth and expansion.
The raging Taliban-led insurgency in Afghanistan underlines the limits of the use of military force. The lack of visible progress on the reconstruction activity and prevailing insecurity has alienated the Afghan populace in the remote villages of South and East Afghanistan. Given that the military option alone has limited utility in Counter-insurgency (COIN), there is a need to exercise an 'out-of-the-box' option to address the present stalemate.
Investigations into Mumbai's 26/11 attack made startling revelations about the militant training camps in Pakistan-occupied Kashmir (PoK). The Mumbai perpetrators started from Baitul-Mujahideen in Muzaffarabad, the capital of the so-called ‘Azad Kashmir’, and headed for Mumbai via Karachi. They underwent specialized training in PoK for an extended period before the attack.
In Lahore, in 1999, Pakistan dropped its 'Kashmir first' approach and agreed to discuss it with India along with other issues. Later, under Musharraf, there was an offer to move beyond UN resolutions and adopt a four-step approach to resolve the Kashmir issue. Musharraf's proposals were taken seriously and widely hailed as a sign of flexibility and pragmatism from the Pakistani side. This paper critically analyses these approaches since Lahore and argues that they were occasioned by the changing global political context and that they were more apparent than real.
On May 30, 2008, the Convention on Cluster Munitions (CCM) was adopted by 107 countries at a diplomatic conference in Dublin, Ireland. However, India was not a party to this Convention. The signing of the Convention took place in Oslo on December 3, 2008. It bans the use, production, stockpiling, and transfer of cluster munitions, and places obligations on countries to clear affected areas, assist victims, and destroy stockpiles.
The Jabhe-e-Melli or the National Front (NF) is largely considered inconsequential in Afghan politics. It is often dismissed as a loose mlange of elements from the former United Front or the Northern Alliance, some ex-communists, and former royalists, which is bound to wither away sooner than later. The Front is said to represent the interests of a political class which is disgruntled with the politics and the policies of President Hamid Karzai, and which is struggling to preserve its erstwhile status and relevance in the power politics of Afghanistan.
The rise and growth of Islamist political parties in Bangladesh has been a cause of concern as these parties have the establishment of an Islamic state as their ultimate objective. Though some of these parties, especially the Jamaat-e-Islami Bangladesh, have tried to project themselves as 'moderate forces' and have participated in democratic elections, this article argues that the Jamaat is not a moderate force and has as its ultimate objective the establishment of an Islamic state, which does not go together with democracy.
Religious places are being increasingly used by fundamentalists and terrorists as their hideouts and strongholds to propagate their subversive ideology and launch attacks. This has often compelled states to use the military to flush them out. This use of the army has far-reaching consequences and can even alienate the population. To check and prevent such adverse fallout, a state needs to take decisive action at an early stage.
The Prachanda regime’s success in bringing India-Nepal ties back on track will greatly depend on his domestic performance; that is where the goodwill which can give him political heft lies.
India will have to keep a close watch on the developments within PoK and highlight the Pakistani strategy of promoting terror in Kashmir and expose its policies towards both the regions within PoK
While a higher volume of trade through Petrapole should benefit both countries, this new ICP mechanism needs to be suitably leveraged to ensure that the north-east also derives benefits.
India must avoid policy incoherence and inconsistency on PoK that has spanned decades, and navigate a course that helps reshape the domestic as well as external discourses on PoK and pursue Indian claims in a firm, consistent manner.
The political reality in PoK is that ‘azadi’ is a chimera, and substantive control of the area is shared between terrorist organisations such as the LeT and HM and the political elite of Islamabad. However, a narrative has been fed in the Kashmir Valley that Pakistan is a more favourable option than India.
Bangladesh-based terror groups acting against India is not new. What is new is a Bangladeshi terror group based in India acting against both India and Bangladesh. Needless to say, robust counterterrorism cooperation between India and Bangladesh is imperative to tackling common enemies like JMB.
