Dr Shayesta Nishat Ahmed is a Research Analyst at the Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA), New Delhi. She is associated with the Defence Economics and Industry Centre. Her area of research includes defence industry and diplomacy, nuclear security, and maritime security.
Previously, she has worked as an Associate Fellow at the Centre for Air Power Studies (CAPS) and National Maritime Foundation (NMF), New Delhi. She has been a Teaching Assistant for the course on Arms Control and Disarmament Diplomacy, School of International Studies, Jawaharlal Nehru University, and has interned at the Indian Council of World Affairs (ICWA), Sapru House, New Delhi.

She has completed her PhD and M.Phil from the Centre for International Politics, Organization, Diplomacy and Disarmament (CIPOD), Jawaharlal Nehru University. Her PhD thesis is titled “Explaining the Pursuit of Sea-Based Nuclear Deterrence: Case Studies of India, the United Kingdom and the United States of America.”

Enhancing Interoperability and Strategic Convergence: India–US Humanitarian Assistance and Disaster Relief (HADR) Cooperation in the Indo-Pacific

The strategic partnership between India and the United States has increasingly focussed on joint Humanitarian Assistance and Disaster Relief (HADR) efforts in the Indian Ocean Region. Cemented by India’s 2016 designation as a ‘Major Defence Partner’, this collaboration now includes joint military exercises, port visits and disaster relief missions. Given the Indo- Pacific region’s importance due to its population and key shipping routes, improved military interoperability and logistical coordination are crucial for tackling climate-related disasters. India’s strong HADR capabilities and capacity-building, along with the strategic support of the United States, have enhanced their bilateral and multilateral cooperation, vital for addressing regional challenges and maintaining stability in the Indo-Pacific.
