This book is the first in a series of three volumes on “Kautilya and His Vocabulary” as a part of the “Indigenous Historical Knowledge” project undertaken by the Institute for Defence Studies and Analyses (IDSA), New Delhi. The edited volumes contain select papers presented in a series of workshop, national and international seminars organised by the institute. The project is an attempt to trace, look into, analyse and relate with the indigenous strategic thinking in India. These volumes aim at initiating the study, internalisation, spread and consolidation of Kautilya’s Arthashastra in the strategic domain. The four focus themes in the three volumes are foreign policy, intelligence, war and internal security as they relate to contemporary times.

There are a few minerals which are categorized as ‘strategic’ because of their importance for the industries and owing to natural and man-made difficulties in their procurement. There has been an attempt here to contextualize the importance of strategic materials from a national security perspective. This study presents a macro view with regard to India’s strategic minerals architecture and undertakes analysis to understand current and futuristic challenges and opportunities in this sector, and offers a few recommendations based on the assessment undertaken. Issues related to Rare Earth and new materials are also discussed.

The “Pivot to Asia” strategy qualifies to be called Obama Doctrine: a part of Obama’s “grand strategy”. This policy may radically redefine not only the US engagement with Asia but also the Asian strategic dynamics. This book looks at various facets of the pivot strategy, to include US, Chinese, regional and country specific perspectives with an aim of providing greater clarity and understanding.

This volume brings together views of some of the most eminent scholars and security analysts from South Asia on the challenges and prospects of a cooperative security framework (CSF) in the region. The objective of the volume is to generate debate on CSF and forge a consensus on the issue at the Track-II level. The contributions critically analyse such frameworks in different regions and explore whether it is possible and practicable in the South Asian region.

This book makes a modest attempt to contribute to the ongoing debate on future challenges for Afghanistan as the largest ever coalition of Western forces prepares to withdraw. It seeks to examine key political developments within Afghanistan over the last one decade in response to the US-led Western military and political intervention.

An annual publication from the Institute for Defence Studies and Analyses (IDSA), the China Yearbook is a round-up of events and issues of significance that occurred in China during the past year and covers important developments in the domestic and foreign policy spheres.

The fourth of the series, the 2014 Yearbook comprises twenty-three chapters spanning diverse yet important events that have occurred with regard to China in the year 2014. The chapters are arranged in five sections.

The ten years of Maoist insurgency followed by the political vacuum after the abolition of the monarchy and the delay in the drafting of the Constitution has given credence to the role of external powers in shaping the domestic politics in that country. The book examines the nature of external powers’ role during the political transition in Nepal since 2006. It analyses Nepal’s relations with external powers’ in the framework of ‘small and major powers’.

This book examines the forces and processes which have led to relative political stability or unleashed trends in that direction in some countries of South Asia. It also delves into the factors that have stimulated economic growth in some countries, and impeded economic growth in others. Eminent authors from the region examine how far the positive political and economic trends in the region are irreversible or lend themselves to internal convulsions or external influences. There is also a focus on how far inter-state relations within the region have led to stronger intra-regional co-operation, particularly in the economic field.

It would not be a cliche to describe the strategic contours of Asia as being at the crossroads of history. A number of significant events are influencing the likely course that the collective destiny of the region could possibly take in the future.
