    SHRI KACHHADIA NARANBHAI:

    Will the Minister of EXTERNAL AFFAIRS be pleased to state:

    (a) whether the Government proposes to declare Pakistan a terrorist country and encourage other countries also to follow suit; and
    (b) if so, the details thereof?

    (a) & (b) There are no well defined or internationally accepted criteria to designate a country or an organization as ‘terrorist’. However, due to Government’s strong and purposive international engagement, the international community recognizes Pakistan’s links with cross-border terrorism in India and the responsibility and the commitment of the Government of Pakistan to put an end to it. It is Government’s consistently expressed position that it is necessary to have an environment free of terror or threat of terror and for Pakistan to abandon the use of terrorism as an instrument of policy if relations between the two countries are to move forward concretely and meaningfully.
