ANSWER THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI E. AHAMED)

    (a) & (b) Government has seen reports regarding statements attributed to Pakistani leaders, alleging that India has used terrorism as a means of propaganda against Pakistan.

    (c) & (d) India’s concerns relating to terrorism emanating from Pakistan have been clearly conveyed to Pakistan on a number of occasions. India has consistently emphasized the need for Pakistan to honour its commitment of not allowing territory under its control to be used for terrorism against India in any manner. The expression of such legitimate concerns cannot be construed as a means of propaganda against Pakistan.
