  • David Miliband is not Right

    British Foreign Secretary, David Miliband, arrived in India on his two-day visit on 13 January, barely a month and a half after the carnage in Mumbai. His visit was controversial for what he said during the visit and it was made worse by his article that appeared in The Guardian on the last day of his visit. It even provoked the normally restrained Ministry of External Affairs to comment that it could do without Miliband’s “unsolicited advice” and that his views were only “evolving”.

    Mumbai Attacks: A Deadly “Performance”

    For 62 hours, from the night of November 26 to the morning of November 29, the city of Mumbai was held hostage to terror attacks. A significant element in these attacks was the willingness of the terrorists to engage security forces in a frontal gun battle. Earlier attacks have generally involved simultaneous bomb blasts in crowded market places, hospitals and office complexes.     Investigations into the attacks in Mumbai and subsequent developments point to the role of the Pakistan based Lashkar-e-Toiba (LeT) as the key player that orchestrated the well coordinated attacks. The lone arrested terrorist is a Pakistani national and he has provided minute details of the events leading up to the attacks. Indian claims about elements within Pakistan being responsible for the attack have also been endorsed by the United States.

    The Post 26/11 Regional Strategic Predicament

    Evidence gathered in the aftermath of by far the most deadly terrorist attack in Mumbai indicates conclusively that the attack was planned by the Pakistan based Lashkar-e-Toiba. The attack on Mumbai was executed by a well trained and indoctrinated suicide squad comprising of ten Pakistani terrorists. This testifies to the long gestation planning and preparation that can only have been made possible by the resources of a well established terrorist organization. The recruitment was from Punjab, training was in Pakistan-occupied Kashmir, and maritime training was conducted in Karachi.

    Averting Terror Attacks

    On September 13, five serial bombs shattered the weekend peace across several popular market complexes in New Delhi, killing 30 innocent civilians and injuring nearly 90. An elusive outfit calling itself “Indian Mujahideen” (IM) claimed responsibility for the bombings via an email sent to national media houses 10 minutes after the first blast at Karol Bagh.

    Who are the “Indian Mujahideen”?

    At least nine co-ordinated blasts rocked Jaipur on May 13, 2008, killing more than 70 people and injuring 200. Subsequently, a little known Islamic militant group, Indian Mujahideen (henceforth IM), claimed responsibility for the attacks through an e-mail that contained threatening assertions. The authenticity of the mail has been confirmed by the Indian Intelligence Bureau. Since then, the security establishment in India has been trying to decipher the details of this organisation.

    Renewed Infiltration in Jammu and Kashmir and the Indian Response

    In a turnaround of events, the recent encounter with terrorists in Samba area and the reported infiltration of a large group of terrorists through the international border (IB) of Jammu region is a clear indication that levels of infiltration in Jammu & Kashmir are likely to see an increase this summer.     The Attack on Migrants in Manipur

    Normal life in Manipur was drastically affected between March 17 and 19, 2008 when 15 migrants were killed by unidentified armed militants. While there have been accusations that local militants might have been behind the killings, militant groups have categorically denied their involvement. There is likelihood that foreign terrorist groups were involved in the killings to create ethnic apprehension and conflict between migrants and natives.
